Enterprise Architecture

An Opcomm consultant developed and delivered a series of comprehensive courses on the use of the Department of Defence Architecture Framework to support Defence Capability Development activities.  This assignment successfully provided a practical and pragmatic guide to the implementation of several theoretical architecture frameworks that had been previously proposed to Defence. It developed and trained architecture practitioners in a realistic and workable architecture process for the enterprise.  This project ultimately led to the creation of a Branch explicitly charged with the practical implementation and promotion of architecture within Defence.

Enterprise Architecture

An Opcomm Consultant occupied the position of Architect, Defence Management Support Environment (DMSE), in the Chief Knowledge Officer's Knowledge Improvement Team. In that role, our consultant provided architectural guidance to inform the work of the Defence Electronic Business Strategies Section and the Defence Information Environment Architectures Office.  He was engaged in developing the concept architecture for the DMSE, including the definition of core requirements. The architecture development and guidance had a specific focus on E-business, Knowledge Management and Online Services and included the construction of a framework for knowledge improvement that was endorsed by the CKO. In addition, our consultant gathered operational requirements and provided architectural guidance to support the development of a robust mechanism to allow DMSE-JCSE information flows that has been endorsed by VCDF and accepted by JP2030.  

Opcomm also worked with the US CINC Interoperability Program Office/Joint Forces Program Office on the AS/US Architecture project and concept demonstrator. While serving as Staff Officer Knowledge Improvement, our consultant acted as Project Manager Coalition Theatre Logistics and prepared a complete programme of activities for the Defence Management Systems Improvement Project, successfully staffed that program through the Defence Information Environment Committee and prepared briefings in preparation for the new Defence CIO. 

Enterprise Architecture

An Opcomm consultant undertook a short, intensive study into the application and technical architecture processes within the Information Technology Group. Our consultant provided independent advice on a number of system development and migration proposals by analysing usage trends and projections for mainframe and mid range platforms.  

Enterprise Architecture

An Opcomm consultant guided the Department of Heath and Aged Care through the evaluation and selection of a number of major new corporate systems and conducted technical bid evaluation to ensure that integrated business needs would be met in an evolving outsourced IT environment. As manager of the Information Management and Technology team, our consultant led and contributed to charter and scope deliberations, system selections, pilot site selection, risk analysis, the system retirement strategy, transition and continuity planning, roll-out planning and the allocation of business processes to support systems. 

Our consultant supervised and conducted technical configuration activities which included: assisting the business analysts to identify system and process support dependencies, data purification, data owner identification, data migration, software inventory management, version control and inter-system interface design.  His responsibilities also included supervision of the preliminary design of Employee Self Service and Workflow components; including technical configuration, testing, useability prototypes, end-user training and documentation. Our consultant initiated consideration of implementation issues including longer term support planning, help desks, access control, security, auditing and testing before handing the team over to an internal resource. 

Enterprise Architecture

As Systems Architect for  a large Human Resource Management System project, an Opcomm consultant was responsible for integration planning, interface design, data migration tool analysis and history and archive planning. Our consultant devised an integration plan for consolidating the functions of over 50 personnel-related systems. He analysed available tools and prepared an implementation plan for the migration of information from existing repositories to a new system and prepared a comprehensive strategy for the secure storage and retrieval of historical and archived information.
