consultant undertook an analysis of the business operations of the Office of the
National Health and Medical Research Council, shortly after their separation
from the Commonwealth Department of Health and Aged Care. Our consultant led and
provided industry expertise to a small team of analysts who examined the
changing environment facing the ONHMRC and, in particular, the effects of those
changes on the areas directly supporting the Research Committee. He
subsequently provided quality assurance during the preparation of the analysts’
reports and during the subsequent documentation of business process and system
implementation proposals for endorsement by ONHMRC executives and the
Departmental Management Committee.

consultant introduced and led a project to completely restructure the
maintenance organisational framework for RAAF tactical communications into
logical functional areas based on communications systems, to increase overall
efficiency. Business processes were revamped using a systems approach to exploit
the advantages of integrating logistics and technical equipment maintenance to
significantly improve inventory management. The equipment inventory was
extensively rationalised inventory to reduce costs of over-servicing, redundant
systems decommissioned and staff retrenched into more productive areas.
The project initiated a comprehensive maintenance review to identify areas for
improvement and non-compliance with Defence and civilian engineering
regulations. Detailed Business Cases were prepared for senior executives, to
propose cost savings through outsourcing non-core activities and to further
restructure of the organisation to better align activities to strategic
objectives.

consultant was selected to develop a clear, concise but comprehensive strategy
for the future development of a major, space-based communications
architecture. Appointed as a senior strategist, our consultant was tasked to
document a vision and roadmap for the development of the client’s future use of
space for communications. The role required extensive liaison with key
stakeholders, including users and providers of the communications system, to
ensure their operational and technical requirements were fully understood. In
addition, extensive research was undertaken into the opportunities, influences,
constraints and risks presented by the client’s internal environment and the
wider external environment that would shape the available solution options.
The suite of documents produced by our consultant was lauded by the client’s
Chief Information Officer as a benchmark for developing future strategies in
other related areas. In particular, the reports highlighted significant
deficiencies in the current system that must be addressed by the future
capability and shortfalls in the planned funding allocation and timeframe. The
reports were pivotal, therefore, in ensuring that the client was apprised of the
totality of the situation and could make informed decisions on the
implementation of a cost-effective future communications architecture.
Strategic Direction
Working with a
small team of industry specialists from a number of firms, an Opcomm consultant
co-developed an investigation, analysis and presentation framework and
co-authored a substantial study into international eBusiness matters that
impacted on Defence. This document was accepted by a senior Defence committee
in mid 2004 and will have a profound impact on virtually all future Defence
Information Projects.

consultant was selected to develop a communications strategy to support the
deployment of personnel and equipment of the Royal Australian Air Force to the
Middle East. Appointed as the senior communications specialist, our consultant
effectively planned the complete communications and information systems (CIS)
strategy for Air Force in support of coalition operations in the Middle East
during 2003. This involved the engagement of a wide range of Defence
communications organisations and international telecommunications service
providers to ensure the seamless provision of CIS support. Our
consultant then implemented the strategy by deploying to the Middle East as the
Air Force’s senior communications and information systems manager and trusted
adviser to the Air Component Commander. Our consultant’s responsibilities
included the management of four communications elements in three Middle East
countries that encompassed substantial CIS equipment and teams of approximately
20 technical personnel. The deployment was successful and resulted in the award
of a Unit Commendation for the effective provision of communications services to
all Air Force combat elements engaged in the operation.
