Programme Management

An Opcomm consultant was accountable for the delivery and quality of all solutions projects undertaken by Information Management Services, a profit centre of Airservices Australia.   Our consultant managed up to 110 simultaneous projects and coordinated bids and development activity for a large staff.   He was directly responsible for requirements and project development activity within IM Services.   In addition, our consultant undertook the requirements specification of an integrated safety and risk management system serving over 2000 users in a safety-critical environment.  Our consultant also performed the role of Project Director, SOE 2 project, the introduction of a new desktop computing environment for approximately 3000 staff.

Programme Management

An Opcomm consultant occupied the position of architect and programme manager, Defence Electronic Business Strategies, in the office of the Chief Information Officer. In that role, our consultant provided architectural guidance to inform the work of the Defence Electronic Business Strategies Section and the Defence Information Environment Architectures Office.  He managed the successful delivery of phase 1 of the Master Supplier Register project and provided coordination services across a diverse programme of electronic business initiatives.   Our consultant served on various committees, including the Public Key Infrastructure Policy Board, the Electronic Procurement Steering Group and the Master Supplier Register Project Board. 

Programme Management

An Opcomm consultant was responsible for the configuration, rationalisation and support of a major network of over 15000 users and over 80000 configuration items in an Australia-wide computer network. In addition, was responsible for the management of network operations and development staff and for budgeting and scheduling.  During this project, our consultant produced a design and implementation plan for the integration of three single Service networks which was subsequently adopted. 

Programme Management

As programme manager of the RAAF’s personnel management systems, an Opcomm consultant managed all budgets, bids and finances and all contracts for hardware, software, licensing and services, redressing significant and recurrent funding shortfalls. Our consultant provided specialist advice to the RAAF Human Resource Managers and provided advice and resources to the development manager.   During this project, our consultant redesigned the development environment for RAAF personnel systems by altering the mix of internal and external developers and introduced a program of change which resulted in a nine-fold improvement in the rate of delivery of working applications to end-users. Our consultant planned, obtained funding for and managed the AFMAN decommissioning project which resulted in a seven-fold increase in normal annual funding in order to correct problems and introduce replacement systems. 

Programme Management

An Opcomm consultant was responsible for the coordination of logistics support to deployed forces and for logistics and manpower planning for approximately 220 exercises and operations per year. Our consultant held numerous operational and exercise command appointments.   During the time at Headquarters OSG, our consultant acted in the position of Officer Commanding the Operational Support Wing, directly responsible for the performance of 260 staff distributed across Australia. Our consultant was also selected to act in the role of Executive Officer, the Operational Support Group, directly responsible for the management and coordination of the activities of 800 staff across Australia and deployed on operations overseas.
